Pricing. Vertical Identity membership, test, Clearinghouse, PSP, CDLIS, criminal background check, DOT physical and supervisor training prices are read live from our price list each time this page is built; MVR member rates from the per-state catalog. FleetCollect pricing read on October 14, 2026 from fleetcollect.net/consortium (consortium per-driver tiers, $60 tests, the DQF add-on), the pricing card and FAQ on fleetcollect.net (DQF plans, monthly and yearly), fleetcollect.net/dqf, fleetcollect.net/drug-testing and their July 14, 2026 press release fleetcollect.net/press/consortium-launch (Clearinghouse queries included in the consortium). FleetCollect's FAQ describes a free DQF plan for 1 driver, while its pricing card shows the 1-driver Solo plan at $19/month ($182/year) as a limited-time offer; both are shown here. Competitor pricing changes without notice; verify on their site when you evaluate.

— The short answer

What does Vertical Identity include that FleetCollect sells as an add-on?

Vertical Identity is a Phoenix-based Consortium / Third-Party Administrator (C/TPA) registered with the FMCSA Drug & Alcohol Clearinghouse, serving owner-operators and motor carriers in all 50 states. Membership is $85 a year for the first driver and $25 a year for each additional driver, or $295 a year flat for unlimited drivers, and it includes DQF Pro driver qualification files for every driver at no add-on fee. Tests are ordered when needed, at member prices: DOT drug tests at $69, breath alcohol tests at $59, Clearinghouse queries at $12 per driver (our fee), and supervisor training at $55 a seat. Vertical Identity is also a background screening company, so the criminal background check is run by our own screening company.

FleetCollect publishes a consortium at $80 a year for the first driver, $30 a year for drivers 2–25 and $20 a year for drivers 26 and up, with Clearinghouse queries included and $60 DOT drug tests. Its driver qualification file software is a separate add-on: free or $19 a month for one driver, then $39 to $59 a month for 2–10 drivers and $7 per driver per month above that. MVRs, background checks and DOT physicals are ordered through its Checkr partnership without a published price. For one driver FleetCollect's published lines cost less; from the second driver on, the driver-file add-on makes the year cost more than Vertical Identity's membership with driver files included.

— Year-1 cost for a new carrier

Solo driver: $290 at Vertical Identity, driver files included. FleetCollect: $200 on its published lines, lower for one driver.

The same year-one scenario we use on every comparison page: a single-driver carrier enrolls, registers with the Clearinghouse and runs the pre-employment query, trains one supervisor, and runs the pre-employment test plus one random draw (about what a solo driver averages when the 50% rate is applied across a consortium pool). For one driver, FleetCollect's published lines cost less. Lines it does not price are labeled, not estimated.

5 drivers: $452 at Vertical Identity. 10 drivers: $760. FleetCollect: $754 and $1,216, because driver files are an add-on.

A year for a carrier with existing drivers and no new hires: membership, driver-file software, one annual Clearinghouse limited query per driver, and random drug tests at the 50% FMCSA minimum (3 tests for 5 drivers, 5 for 10). Alcohol randoms and supervisor training are left out because FleetCollect does not publish those prices. Vertical Identity uses whichever plan is lower: the per-driver plan ($85 + 4 × $25) for 5 drivers, and the flat fleet plan ($295, unlimited drivers; per-driver would be $310) for 10. FleetCollect's driver-file add-on is shown at its yearly billing, the lower of its two options.

FleetCollect is lower on every test and includes the Clearinghouse queries, and those differences are counted above. The driver-file add-on is the line that decides the year: $374 at 5 drivers and $566 at 10, against nothing extra at Vertical Identity.

items FleetCollect includes or prices publicly, counting its paid DQF add-on

FleetCollect covers more of the driver lifecycle than most consortiums, and for a single driver its published lines cost less. From the second driver on, its driver files are a paid add-on, while Vertical Identity includes DQF Pro in the membership and publishes a price for every other item, including the MVR, PSP, CDLIS and criminal background check.

— Why carriers pick Vertical Identity

Everything a compliance program should do, done in one place.

Driver qualification files, included.

DQF Pro comes with the $85/year membership, no add-on fee: a file for every driver organized to the DOT checklist, reminders before a medical card or CDL lapses, previous-employer requests tracked, and a complete file to hand an auditor any time.

Your random program, run for you.

A spot in our DOT random testing pool, a new Certificate of Enrollment every year, selection notices, and reminders to your DER until the test is done. Your selections are visible in the member portal any time.

Order drug and alcohol tests 24/7.

Order any test from the member portal at any hour. The driver gets a pre-paid electronic pass to take to one of 20,000+ collection sites nationwide. DOT drug test $69 at the member rate, with collection and Medical Review Officer review included.

MVRs, PSP, CDLIS and criminal background checks in the same portal.

Vertical Identity is also a background screening company, so we run these ourselves at published prices: MVR from $14.25 by state, PSP $20, CDLIS $10, criminal background check $39. Results land in the driver's file.

Hire a driver in one place.

Send one application link. VID Intelligence reads the driver's license and medical card and fills in the paperwork. Order the pre-hire checks, make your decision, then order the pre-employment test and Clearinghouse query, and the driver file builds itself.

Every price is published, live.

$85/year for the first driver, $25/year for each additional driver, $295/year flat for unlimited drivers. Every price on this page is read from our live price list. No quote call, no "contact us for pricing".

Clearinghouse handled two ways.

We're your C/TPA in the Clearinghouse at no charge: register on the FMCSA portal with our instructions and designate us. Or book the white-glove Clearinghouse Enrollment Setup ($199) and we do it with you on a shared screen. Queries are $12 per driver (our fee; the FMCSA credit is separate).

Your written policy is included.

A standard written drug and alcohol policy and DOT guidebook come with the membership, the § 382.601 paperwork an auditor asks for first. A version completed with your company name, DER and effective date is $39.

Post-SAP program for drivers returning to duty.

Return-to-duty and follow-up tests ordered from the same portal: return-to-duty $119, follow-up $119, observed as the rules require.

DOT physicals near any driver.

Order a DOT physical ($129) with a certified medical examiner near the driver. The medical certificate goes into the driver's file.

Enroll in about five minutes, online.

Type your USDOT number and we pull the carrier name, address and driver count from FMCSA records. Your Certificate of Enrollment is generated the same day.

Does FleetCollect include driver qualification file software with its random program?

No. FleetCollect sells its DQF software as an add-on to the consortium ("Add DQF file management…", fleetcollect.net/consortium). Its FAQ lists a free plan for 1 driver, $39/month for 2–5 drivers, $59/month for 6–10 drivers and $7/driver/month for larger fleets; billed yearly, its pricing card shows $374/year (2–5 drivers), $566/year (6–10) and $67 per driver per year (11+), and a 1-driver Solo plan at $19/month (checked October 14, 2026). Vertical Identity includes DQF Pro, its driver qualification file system, in the membership for every driver at no add-on fee: $85/year for the first driver, $25 for each additional driver, or $295/year flat for unlimited drivers.

FleetCollect's drug test is $60 and yours is $69. Why pay more?

Per test, FleetCollect is $9 lower, and its consortium includes the pre-employment and annual Clearinghouse queries, which we run at $12 each. For a single driver, FleetCollect's published lines come to less: $200 against our $290 in the year-one scenario below, before a supervisor seat they don't price. The difference turns with the second driver, because our driver files stay included while theirs become a paid plan. With 5 drivers, a year of membership, driver files, annual queries and random drug tests is $452 at Vertical Identity and $754 at FleetCollect; with 10 drivers it is $760 and $1,216.

Who runs the background checks and MVRs at FleetCollect?

FleetCollect's site says ordering MVRs, background checks, drug tests and DOT physicals runs through its Checkr partnership ("All powered by our Checkr partnership"), and it publishes no price for the MVR, background check or physical. Vertical Identity is a background screening company too (verticalid.com): the criminal background check is run by our own screening company at $39, and MVRs (from $14.25 by state), PSP ($20) and CDLIS ($10) reports are ordered in the same portal at published member prices.

Is Vertical Identity a real consortium, or a reseller?

Vertical Identity is a Consortium / Third-Party Administrator (C/TPA) registered with the FMCSA Drug & Alcohol Clearinghouse. We hold our own accounts with SAMHSA-certified laboratories and a nationwide network of more than 20,000 DOT collection sites, and our members order through our portal at the $69 member rate. Nothing is resold through a middle layer.

Does Vertical Identity offer a do-it-yourself Clearinghouse path?

Yes. As a member, we're your C/TPA in the Clearinghouse at no charge: you register on the FMCSA Clearinghouse portal yourself and designate us, using our instructions. If you'd rather have help, the paid Clearinghouse Enrollment Setup ($199) is white-glove: we do it with you on a shared screen, because the login.gov sign-in has to happen with you present. Queries are ordered per driver at $12 each (our fee); the FMCSA query credit is separate and is bought in your own Clearinghouse account.

How do I switch from FleetCollect to Vertical Identity?

Enroll at members.verticalidentity.com/enroll from your DOT number; it takes about five minutes and your Certificate of Enrollment is generated the same day. Then tell FleetCollect in writing the date your program with them ends, and update your C/TPA designation in the FMCSA Clearinghouse. Do not leave a gap: a carrier must be in a random pool every day it operates (49 CFR § 382.305), and your drivers' prior pre-employment results do not need to be repeated when you change C/TPAs.

Switch to Vertical Identity in 5 minutes.

Enroll online from your DOT number, get your Certificate of Enrollment the same day, and price the entire year before you pay for it. Driver files included for every driver, every other service at a published rate.
