Driver qualification files, included with your membership.

Unlike most consortiums, your annual membership includes DQF Pro. Every driver's file builds itself as you hire, reminders come before anything lapses, and the whole file is ready the day an auditor asks.

Who manages driver qualification files (DQF) for motor carriers?

The motor carrier is responsible for the file. 49 CFR §391.51(a): "Each motor carrier shall maintain a driver qualification file for each driver it employs." The file must hold the items listed in §391.51(b) — the employment application, the motor vehicle records and annual reviews required by §391.23 and §391.25, the road-test certificate, the medical examiner's certificate and more — and several of them recur every 12 months.

Vertical Identity members get DQF Pro, our driver qualification file software, included with their annual membership. It builds each driver's file at hire, tracks what's due and keeps every file ready for an auditor. You keep the legal responsibility and make every hiring call. Sources: §391.51 · §391.23 · §391.25

— Why it matters

From "we want to hire him" to a signed DQF.

The driver qualification file is the first thing an auditor asks for. When it lives in a drawer, a spreadsheet and three inboxes, something goes missing. With DQF Pro, every record lands in one file as it happens.

It's your responsibility

The carrier keeps a file for every driver it employs (49 CFR 391.51), even when someone else helps.

It keeps changing

Medical cards and CDLs expire, and the MVR review and Clearinghouse query come around every year.

It's in one place

Your drug testing program and your driver files share one membership, one portal and one driver record.

  • The signed application and policy receipts
  • The MVR from each state, CDLIS and PSP reports
  • Previous-employer requests and answers
  • The medical card and CDL copy
  • The Clearinghouse query

One application link

Email or copy one link. The driver completes the 7-step online application on a phone or computer, saves as they go and signs on the last step.

VID Intelligence

Reads the license and medical card

The driver photographs the CDL and the medical card. VID Intelligence fills in the application, and the driver checks it.

Hire

Signed consents, policy receipts and the license and medical-card photos are filed for you. Reports you ordered move in for your review.

Within 30 days

Who manages driver qualification files (DQF) for motor carriers?
The motor carrier is legally responsible — 49 CFR §391.51(a): "Each motor carrier shall maintain a driver qualification file for each driver it employs." The file must hold the items listed in §391.51(b): the application, the MVRs and annual reviews under §391.23 and §391.25, the road-test certificate, the medical examiner's certificate and the rest. Vertical Identity members get DQF Pro, our driver qualification file software, included with their annual membership: it builds each driver's file at hire, keeps track of what's due and keeps the file ready for an audit. The carrier keeps the responsibility and makes every hiring decision.
How fast can a new driver be ready to drive?
It depends on the driver, so we don't promise a number of hours. The driver fills out a 7-step online application on a phone or computer and can save and finish later. The items that usually set the pace are the pre-employment drug test (the driver goes to a collection site), the Clearinghouse full query (the driver approves it in the Clearinghouse) and the medical card. The driver's file shows the five items needed before the driver drives, then the items due within the first 30 days, such as the MVR from each state and the previous-employer requests.
Which checks do I order when I hire a driver?
Required: the MVR (49 CFR 391.23(a)(1)), the DOT pre-employment drug test and the Clearinghouse full query. Recommended, not required: the CDLIS report, the PSP report and a criminal background check. You order all of them from the applicant's page in the member portal, at member prices, and the reports are filed in the driver's DQF when you hire. DQF Pro is included with the membership; the checks are ordered when you need them.
Do you handle owner-operators and new authorities?
Yes. DQF Pro works the same for one driver or a fleet: the same application link, the same driver file and the same reminders. New-authority carriers start their files with their first hire, so the files are in order from day one.
What does the DQF include when it's done?
Every driver's file is organized to the DOT checklist under 49 CFR Parts 391 and 382: the signed application, the MVR from each state, previous-employer requests and answers (or a good-faith record), the road test or CDL copy, the medical card, the Clearinghouse query and the annual items. Signed consents and policy receipts are filed for you at hire. You can export a driver's complete file as one audit package any time.
How are pricing and billing handled?
DQF Pro is included with the annual consortium membership: $85 a year for the first driver and $25 a year for each additional driver, or $295 a year for unlimited drivers. Hiring checks (MVR, drug test, Clearinghouse query, CDLIS, PSP, criminal background check) are ordered when you need them, at member prices. If you'd rather we run the files for you, ask us about Managed DQF.
Do you contact previous employers?
DQF Pro lists the employers from the driver's application. You tap Send the request, and the employer gets the request form and the driver's signed release by email, then answers online through a secure link. Reminders go out automatically and every attempt is logged. If an employer never answers, one tap records your good-faith effort.
