What is an owner-operator drug testing consortium?
A drug testing consortium is a third-party administrator (C/TPA) that runs the random drug and alcohol testing pool that FMCSA requires for every CDL driver — including solo owner-operators running under their own DOT authority.
For one-truck operators, joining a consortium is not optional. 49 CFR Part 382 prohibits self-administered random programs for single-driver authorities, so a C/TPA is the only legal path to compliance. Vertical Identity places you in a randomized pool, makes the computer-based selections at the FMCSA-mandated 50% drug and 10% alcohol annual rates, notifies you when you are selected, routes you to a nearby DOT collection site (20,000+ nationwide), has any non-negative result reviewed by an MRO, and acts as your C/TPA in the FMCSA Clearinghouse. The annual membership is $85 a year for the first driver and includes DQF Pro driver files. Tests are ordered when needed, at member prices: DOT drug tests are $69 and breath-alcohol tests are $59. A same-day Certificate of Enrollment is included — required at new-entrant audits and any DOT inspection that asks for proof of consortium membership.
Why can't solo owner-operators go direct?
Two doors are closed to you as a one-truck operator. FMCSA closes the first: you cannot legally run your own random testing program. The lab industry closes the second: direct accounts with the nationwide drug testing network are enterprise-only. A consortium is the path that gets you in at member pricing.
FMCSA closes the self-administration door
49 CFR Part 382 requires a third-party C/TPA to run your random pool. You cannot pick yourself, you cannot administer your own MRO review, and you cannot handle the Clearinghouse steps alone. The regulation specifically blocks single-driver self-management — for obvious reasons.
Nationwide network access is enterprise-priced
The nationwide drug testing network has 20,000+ collection sites in all 50 states, but direct accounts are reserved for enterprise customers. Through us, you get the same network at $69 per test member pricing — same SAMHSA-certified labs, same MRO review, same chain of custody.
We're your C/TPA AND your partner — not the police
FMCSA requires a C/TPA. We aren't a regulator chasing you down; we're the back-office partner keeping both of us compliant. We send you the random selections, route you to a nearby site, have every result MRO-reviewed, and handle the Clearinghouse steps as your C/TPA. You drive. We handle the rest.
One portal. Every driver compliance product. Member pricing.
Consortium, MVRs, CDLIS, PSP, criminal background checks, DOT physicals, drug and alcohol tests, Clearinghouse queries, post-SAP management and driver qualification files — all from one provider, in a single member portal. No separate accounts, no juggling vendors. Each item is ordered when you need it, at member prices.
DOT drug test
Pre-employment, random, post-accident, reasonable suspicion — same price for any reason. Electronic CCF, MRO review included.
BAT (alcohol)
DOT breath alcohol test at a collection site. $128 for the drug + BAT combo when both are required.
DOT physical
National Registry-certified medical examiner. Medical card uploaded to your portal.
MVR by state
Order your own driving record from the state that issued your CDL, through the portal. Price depends on the state (CA $14.25 to OK $39.75).
Clearinghouse query
Pre-employment and annual queries when leased on with a carrier. Our fee per query; the FMCSA credit is separate. C/TPA designation is at no charge.
Criminal background check
SSN trace, county criminal, sex offender registry — for owner-ops onboarding to a new carrier or hiring a first driver. Recommended, not required.
PSP report
Pre-employment Screening Program report: crash and inspection history from FMCSA. Recommended, not required.
BOC-3 filing
One-time process agent filing in all 50 states. Required for new authority and for owner-operators leased to multi-state carriers.
The membership includes the drug and alcohol testing program and DQF Pro driver files. Tests and checks are ordered when you need them.
VI acts as your DER. Selections come straight to your phone.
You're both the employer and the only driver — there's no second person to designate as the receiver of selections. So we serve as your Designated Employer Representative (DER). When the random number generator picks you, the selection notice and electronic pass are sent directly to your phone. No relay, no middle step, no employer to chase.
Random selection
Our scientifically valid computer-based random number generator picks drivers from the pool at the FMCSA-mandated 50% drug / 10% alcohol annual rates. Each pool member has an equal chance of selection regardless of past selections — no bias, no patterns. Selections are timestamped and audit-trail logged.
Direct notification to your phone
SMS plus email with your electronic pass and collection sites near wherever you are that week. You walk in, give a sample, walk out. The test must happen as soon as practicable after notification — unreasonable delay is treated as a refusal, which equals a positive.
MRO review, Clearinghouse, audit binder
A SAMHSA-certified lab analyzes the sample. A licensed Medical Review Officer reviews any non-negative result and contacts you about prescriptions before reporting. The final result is recorded in your portal, we handle the Clearinghouse steps as your C/TPA, and the annual MIS report is ready for FMCSA on demand.

How much does owner-operator drug testing cost?
MVR prices depend on the state that issued the CDL; all 50 are available. DQF Pro driver files are included with the membership.
If your operation grows past one truck
Owner-operators usually start solo and grow. Each additional driver is $25/year on the per-driver plan. From 9 drivers we recommend our small fleet program ($295/year flat for unlimited drivers). We move you over at no charge, with no re-enrollment hassle. If your operation grows past 50 drivers, our enterprise program is the same flat membership set up around your terminals and your team.

Do owner-operators have to be in a drug testing consortium?
Yes. Under 49 CFR Part 382, every CDL driver operating under their own DOT authority must be in a random drug and alcohol testing pool. Solo owner-operators cannot self-administer the program — FMCSA requires a third-party C/TPA. Consortium membership is the only compliant path. Ours is an annual membership: $85 a year for the first driver.
How much does owner-operator drug testing cost?
The annual consortium membership is $85 a year for the first driver and $25 a year for each additional driver. It includes the random testing program and DQF Pro driver files. Tests are ordered when needed, at member prices: a DOT drug test is $69, a breath alcohol test (BAT) is $59, and a drug + BAT combo is $128. Our prices are published on this page.
Why can't I just open a nationwide drug testing network account directly?
The nationwide drug testing network does not sell direct accounts to solo owner-operators or small fleets. Its direct contracts are enterprise-only. The only way solo CDL operators get into the network's collection sites is through a consortium that already holds an enterprise contract. We give you access to that network at member pricing.
How fast can I enroll and get my Certificate of Enrollment?
You enroll online. Your Certificate of Enrollment and your drug & alcohol policy are emailed to you the same day. New entrants pulled over at a roadside inspection or facing a new-entrant audit can be compliant by end of business.
What happens when I get selected for a random while I'm on the road?
We act as your DER. The selection comes straight to your phone by SMS and email, with an electronic pass and collection sites near wherever you are that week. You walk in, give a sample, walk out. Out of state is fine. The result is recorded in your member portal.
Does Vertical Identity handle my Clearinghouse C/TPA designation?
Yes. We act as your C/TPA in the FMCSA Clearinghouse at no charge. You can designate us yourself using our instructions, or choose our Clearinghouse Enrollment Setup ($199) and we do it with you on a shared screen. Queries are ordered per driver for $12 each through your portal (our fee; you buy the FMCSA query credit in your own Clearinghouse account). That covers pre-employment queries when you lease on with a motor carrier and annual queries.
Owner-op enrollment, $85/yr.
Same-day Certificate of Enrollment. DQF Pro driver files included. MVRs, Clearinghouse queries, criminal background checks, PSP and physicals ordered in the same portal at member prices. Members sign in at members.verticalidentity.com/account.
