Small fleet random drug testing, handled.
Too small for a dedicated DER, too big to skip the Clearinghouse. We become your admin arm: random pool, MVRs, Clearinghouse, audit prep and driver onboarding, all in one portal. $295/year flat for unlimited drivers, DQF Pro driver files included, and nationwide network access at $69 per drug test.
- Flat $295/year — add or drop drivers without re-pricing
- Same-day enrollment + Certificate of Enrollment for your audit binder
- Bulk driver onboarding via QuickApp — you don't collect FCRA consent
- Real people at (602) 899-1606, Mon–Fri 6 AM – 5 PM AZ — not a phone tree
- Your portal is your audit binder — exportable on demand
Why can't small fleets go direct?
Many small fleet owners try to call a major lab direct and get bounced. The nationwide drug testing network doesn't sell direct accounts to fleets your size — direct contracts are reserved for enterprise customers. The way into that network at member pricing is through a consortium that already holds the enterprise contract. That's the door we open.
Nationwide network access is enterprise-priced
The nationwide drug testing network covers 20,000+ collection sites across all 50 states, but direct accounts are enterprise-only. Through us, you get the same network at $69 per test member pricing — same SAMHSA-certified labs, same MRO review, same chain of custody.
The thin-consortium trap
If your consortium sells only drug testing, you still need a separate vendor for MVRs, another for the Clearinghouse, another for criminal background checks, another for PSP and another for physicals. Five accounts, five logins, five invoices, five different driver experiences. With us they're all ordered in one portal.
We're your C/TPA AND your partner — not the police
FMCSA requires a C/TPA. We aren't a regulator chasing your fleet down; we're the back-office partner keeping all of us compliant. For $295/year flat you get the random testing program and DQF Pro driver files. Driver onboarding checks, MVRs, Clearinghouse queries, BOC-3 and SAP cases are ordered in the same portal at member prices. Your team drives. We handle the rest.
One portal. Every driver-compliance product. Member pricing.
Small fleets bleed time on vendor management: five logins for five vendors, and the data never connects. Drug testing, BAT, DOT physicals, MVRs, Clearinghouse queries, criminal background checks, PSP and SAP management are ordered in a single portal at member prices. Your office staff (or your spouse running the books) only learns one tool.
DOT drug test
Pre-employment, random, post-accident, reasonable suspicion. Electronic CCF, MRO review included.
BAT (alcohol)
DOT breath alcohol test at a collection site. $128 for the drug + BAT combo.
DOT physical
National Registry-certified medical examiner. Medical card uploaded to your portal.
MVR by state
Order the MVR from the state that issued the CDL, through the portal. All 50 states available. Required at hire.
Clearinghouse query
Pre-employment full queries for new hires plus annual limited queries on existing drivers. Our fee; the FMCSA credit is separate.
Criminal background check
SSN trace, county criminal, sex offender registry. The driver receives QuickApp consent direct. Recommended, not required.
PSP report
Crash and inspection history from FMCSA. Recommended for hire decisions, not required.
SAP management add-on
Return-to-duty program for drivers who failed or refused a test. Per affected driver, separate from the membership.
The membership includes the drug and alcohol testing program and DQF Pro driver files. Tests and checks are ordered when you need them.
Two delivery modes. Your choice, per driver.
You're the DER for your fleet, but you're also probably still driving and dispatching. Pick the notification flow that matches how you actually run today — switch any time, per driver or fleet-wide, in the portal.
Mode A: Selections to YOU, you notify
When drivers are selected, we drop the selections into your portal and text and email YOU as the DER. You pull the driver in person, hand over the electronic pass, and send them to a nearby collection site. Best for tight-knit fleets where the driver is in the yard daily and you want eyes on it.
Mode B: We notify the driver, CC you
The driver gets the selection notice and electronic pass directly from us by SMS and email. You're copied, and notified again when the test is done. Best for OTR drivers, leased operators, and when you don't want to be the bottleneck. The result is still recorded in your portal.
Switch any time, per driver
One driver in mode A (the new driver you want to walk in yourself), another in mode B (the senior OTR running team). Change it in the portal. Your delivery model can match the actual fleet, not the other way around.

How much does a small fleet drug testing program cost?
On per-driver pricing, 9 drivers already come to $285 a year, so from 9 drivers the flat plan is the one we recommend. MVR prices depend on the state that issued the CDL.
When do small fleets graduate to enterprise (and when don't they)?
Small fleets can stay on the $295 unlimited plan as they grow; the membership price doesn't change as you add drivers. The cutover to our enterprise program happens around 50+ drivers, when several terminals or safety managers share one program and the setup needs tailoring. If you're still solo and growing, the owner-operator program at $85/year first driver is the cheaper entry. We'll move you between plans at no charge, with no re-enrollment hassle.

What counts as a "small fleet" for drug testing purposes?
For our purposes, a small fleet is roughly 2–25 CDL drivers operating under a single DOT number. The owner is usually still driving plus dispatching. Too small to staff a dedicated DER, too big to ignore Clearinghouse and random testing administration. The $295 a year flat plan covers unlimited CDL drivers.
Why is the small fleet program a flat $295/yr instead of per-driver?
The flat plan ($295 a year) exists because small fleets change drivers often, and we don't want you re-pricing every time someone quits or you hire. Per-driver pricing is $85 for the first driver plus $25 for each additional one, so 9 drivers already come to $285 ($85 + 8 × $25) and 10 drivers to $310. From 9 drivers we recommend the flat plan. Add or drop drivers in the portal anytime.
Can my small fleet open a direct account with the nationwide drug testing network?
No. The nationwide network does not sell direct accounts to fleets your size — direct contracts are reserved for enterprise customers. Through Vertical Identity you inherit our enterprise contract: 20,000+ collection sites in all 50 states at member pricing ($69 per drug test, ordered when needed). This is the same wedge that solo owner-ops face, just with more drivers riding on it.
How does VI handle our DER duties?
You're technically the DER for your own fleet, but we do the operational lifting. We run the random pool, send selections through your portal, schedule tests, have results MRO-reviewed, handle the Clearinghouse steps as your C/TPA, and prepare your annual MIS report. You decide who in your shop receives notifications — typically the owner or dispatch manager. Switch the recipient anytime.
What happens when I need to onboard a new driver?
New driver onboarding runs through the same portal: the pre-employment drug test ($69), the MVR ($14.25 – $39.75 depending on the state, required), the Clearinghouse pre-employment query ($12, our fee; the FMCSA credit is separate), and the recommended checks — a criminal background check with SSN trace ($39) and the PSP report ($20). You order all of it from one screen instead of using five different vendors, and DQF Pro files the reports in the driver's qualification file. The driver gets QuickApp links direct from us; you don't collect FCRA consent yourself.
What if I get audited by FMCSA?
Your portal is your audit binder. Every selection, every test, every result and every Clearinghouse query is recorded there, and DQF Pro exports each driver's qualification file as one audit package. We handle the auditor calls if you want, included with membership. If you're a new entrant facing your first-year safety audit, see /new-entrant-audit/.
