What does Vertical Identity publish that Foley asks you to request a demo for?
Vertical Identity is a Phoenix-based Consortium / Third-Party Administrator (C/TPA) registered with the FMCSA Drug & Alcohol Clearinghouse, serving owner-operators and motor carriers in all 50 states. Membership is $85 a year for the first driver and $25 a year for each additional driver, or $295 a year flat for unlimited drivers, with DQF Pro driver qualification files and the drug testing program included. Tests are ordered when needed, at member prices: DOT drug tests at $69, breath alcohol tests at $59, Clearinghouse queries at $12 per driver (our fee), and supervisor training at $55 a seat.
Foley sells three plans, Essential, Professional and Power, and publishes no dollar price for any of them. Its Essential plan lists driver qualification files, a DOT drug and alcohol program, and pre-employment and annual Clearinghouse queries, with MVRs, Clearinghouse queries and DOT drug testing in a "Standard Screening" package. PSP and CDLIS reports are add-ons on Essential, and criminal background checks are available with the Professional and Power plans. Vertical Identity includes DQF Pro driver files in a published membership and prices every other item publicly in one member portal, so a carrier can total the whole year before enrolling.

How much does Foley cost?
Foley does not publish prices. As of October 14, 2026, foley.io/pricing lists three plans, Essential, Professional and Power, with no dollar amount on any of them, and each plan's "Get Started" button opens a demo request form. The "$50 to $150 per driver per year" on Foley's consortium page is given as the range consortium enrollment fees fall in generally, not as Foley's own price. Does Foley include driver qualification files?
Yes. Foley's Essential plan lists "Driver Qualification files" together with a "DOT Drug & Alcohol program" and pre-employment and annual Clearinghouse queries (foley.io/pricing, checked October 14, 2026). Foley does not publish what the plan costs. Vertical Identity's difference is the price tag: DQF Pro, our driver qualification file system, is included in a $85/year membership that is published on this page. Vertical Identity is also its own screening company, and every member can order a criminal background check at $39; Foley's pricing page says criminal background checks "are available with Professional and Power packages."
Can I order a criminal background check on Foley's Essential plan?
Foley's pricing page says "Criminal background checks are available with Professional and Power packages," and on Professional they are "selected separately as add-ons." PSP and CDLIS reports are add-ons on Essential and included in Professional for FMCSA hiring. None of these has a published price. At Vertical Identity every member can order a criminal background check ($39), a PSP report ($20) or a CDLIS report ($10) from the same portal. All three are recommended, not required.
Is Vertical Identity a real consortium, or a reseller?
Vertical Identity is a Consortium / Third-Party Administrator (C/TPA) registered with the FMCSA Drug & Alcohol Clearinghouse. We hold our own accounts with SAMHSA-certified laboratories and a nationwide network of more than 20,000 DOT collection sites, and our members order through our portal at the $69 member rate. Nothing is resold through a middle layer.
Does Vertical Identity offer a do-it-yourself Clearinghouse path?
Yes. As a member, we're your C/TPA in the Clearinghouse at no charge: you register on the FMCSA Clearinghouse portal yourself and designate us, using our instructions. If you'd rather have help, the paid Clearinghouse Enrollment Setup ($199) is white-glove: we do it with you on a shared screen, because the login.gov sign-in has to happen with you present. Queries are ordered per driver at $12 each (our fee); the FMCSA query credit is separate and is bought in your own Clearinghouse account.
How do I switch from Foley to Vertical Identity?
Enroll at members.verticalidentity.com/enroll from your DOT number; it takes about five minutes and your Certificate of Enrollment is generated the same day. Then tell Foley in writing the date your program with them ends, and ask for your random testing records and driver files. Do not leave a gap: a carrier must be in a random pool every day it operates (49 CFR § 382.305), and your drivers' prior pre-employment results do not need to be repeated when you change C/TPAs.
