What "included" means

Your membership includes the random testing program and DQF Pro software. A drug or alcohol test is not included in the $85 or $295 membership price; you order and pay for each test when it is required. Hiring reports and FMCSA query credits are also separate.

Choose by driver count

For 1 to 8 drivers, the per-driver plan is the lower price. At 9 drivers we put you on the $295 unlimited plan: $10 more than per-driver at exactly 9, and every driver you add after that costs nothing. From 10 drivers, the unlimited plan is also the lower price.

— Built for every kind of operation

You're the operator. We adapt to how you actually run.

Owner-operator solo. Small fleet where the boss is still driving. Or a 50-truck fleet with multiple HR hiring managers running criminal background checks. Same compliance work, three different shapes. Pick the one that fits.

— Solo owner-operator

You got into trucking to drive. Not to chase paperwork.

One truck, one driver, one DOT number, and FMCSA still requires a random pool, a Clearinghouse query, an MVR and a driver file. We're the back office that handles it for a $85 annual membership, so you can keep your authority active and stay on the road.

  • Same-day enrollment + Certificate of Enrollment
  • Random pool, MVRs, Clearinghouse, all from one portal
  • Real people at (602) 899-1606, Mon–Fri 6 AM – 5 PM AZ

— Small to mid fleet (typically 2–25 drivers). $295/year, unlimited CDL drivers.

You're driving AND managing other drivers. We become your admin arm.

You're the in-between fleet: too big to ignore the Clearinghouse, too small to hire a dedicated DER or compliance officer. The owner is usually still behind the wheel. We handle random selections, audit prep, driver onboarding and the back-office paperwork so you can focus on dispatching loads, not chasing forms.

  • Add or remove drivers in seconds; pool placement is automatic
  • Bulk driver onboarding with QuickApp consent links
  • Driver files kept current in DQF Pro, included
  • Fleet plan: $295/year flat for unlimited drivers

What every random drug testing program includes

  • FMCSA-compliant random poolComputer-randomized selection at the rates FMCSA publishes each year (currently 50% drug / 10% alcohol)
  • Pre-employment drug testingEvery new CDL driver tests negative before safety-sensitive work. Order through the member portal at $69
  • 20,000+ collection sitesThe driver goes to a collection site near them, wherever they are; the specimen goes to a SAMHSA-certified lab
  • Medical Review Officer (MRO)Included in the drug test price; non-negative results are reviewed by a licensed MRO before they're reported
  • Same-day Certificate of EnrollmentProof of consortium membership for your audit binder, inspectors and brokers

— Return to duty

Who needs the Post SAP Management Program?

The Post SAP program is for CDL drivers who have:

  • Tested positive on a DOT drug or alcohol test
  • Refused to take a required DOT test
  • Otherwise violated DOT drug and alcohol regulations

Drivers in this situation are removed from safety-sensitive duties and cannot return until they complete the SAP return-to-duty process. The process is detailed and document-heavy: a directly-observed return-to-duty test, at least 6 follow-up tests in the first 12 months, and continued follow-up testing for up to 60 months. We manage the schedule, the testing and the Clearinghouse steps for $240 per year, per driver. Tests are ordered at member pricing.

Carriers can enroll a driver in this program on the driver's behalf, or drivers can enroll themselves directly. Read the full SAP program details →

— Do the math

How to pick the right program

  1. Solo owner-operator — Owner-Operator at $85/year.
  2. 2–8 CDL drivers — Owner-Operator at $85 first driver + $25/year each additional. Math: 5 drivers = $185/year total.
  3. 9+ drivers — Fleet at $295/year flat, unlimited. At exactly 9 drivers per-driver pricing is $285, $10 less, and we move you to Fleet so every driver you add after that is free. From 10 drivers Fleet is also the lower price.
  4. Driver with a positive test or violation — add Post SAP Management ($240/year) on top of whichever consortium plan they belong to.

Not sure which is right? Call (602) 899-1606 (Mon–Fri 6 AM – 5 PM AZ) and we'll do the math with you.

Does the $85 membership include a drug test?

No. The $85 annual membership includes the DOT random testing program and DQF Pro for the first driver. Drug tests are ordered when needed at the member price of $69 each, with collection and MRO review included in that price. Breath alcohol tests are $59 each.

Is DQF Pro included with the DOT consortium?

Yes. DQF Pro, our electronic driver qualification file software, is included with both annual consortium plans. There is no separate DQF software fee. Checks and reports used to build a driver file, like MVRs, are ordered separately when needed.

What is the cheapest Vertical Identity plan for one owner-operator?

The annual membership is $85 for one driver. If a pre-employment drug test ($69) or another service is required, add it to the membership price. The membership price is not an all-in first-year total: one driver with one pre-employment drug test is $85 + $69 = $154.

When is the $295 unlimited plan cheaper?

From 10 drivers. Per-driver pricing is $260 for 8 drivers, $285 for 9 and $310 for 10; the unlimited plan is $295 per year. At exactly 9 drivers we put you on the unlimited plan, which is $10 more than per-driver, and every driver you add after that costs nothing.

Are Clearinghouse queries included?

Acting as your C/TPA in the FMCSA Clearinghouse is included at no charge. Each query is ordered separately: our fee is $12 per query, and the FMCSA query credit is separate (FMCSA requires the employer to buy credits in its own Clearinghouse account).

Is Vertical Identity the cheapest DOT consortium?

Not in every comparison, and we don't claim it. Some providers advertise a lower enrollment or test price. Our published value is the random testing program and DQF Pro driver file software in one annual membership, with separate, published prices for every test and report.

How should I compare DOT consortium prices?

Compare the same basket: the annual membership for your driver count, drug and breath alcohol test prices, driver file (DQF) software fees, Clearinghouse fees, and any setup or support fees. Check whether "testing included" means the program administration or the actual lab test.

What's the difference between Owner-Operator and Fleet plans?

Owner-Operator is $85 per year for the first driver and $25 per year for each additional driver, the lower price for 1 to 8 drivers. Fleet is a flat $295 per year for unlimited CDL drivers. At 9 drivers per-driver pricing reaches $285 ($85 + 8 × $25), $10 less than Fleet, and we move you to Fleet so every driver you add after that is free; from 10 drivers Fleet is also the lower price. Both are annual memberships that include the random testing program, member pricing on tests ordered when needed, FMCSA compliance documentation and DQF Pro driver files.

Do I need to enroll in a consortium if I'm an owner-operator?

Yes. FMCSA requires every owner-operator with their own DOT authority to belong to a Clearinghouse-registered C/TPA. You cannot legally self-administer your own random drug and alcohol testing program as a single-driver operation.

What is the Post SAP Management Program?

It's our $240 per year program for CDL drivers who have a positive DOT drug or alcohol test, a refusal, or another DOT violation, and need to complete the return-to-duty process. We coordinate with the SAP, schedule the directly-observed return-to-duty test, manage the 6+ follow-up tests required in the first year, and handle the Clearinghouse steps. Tests are ordered at member pricing.

Can I switch programs later?

Yes. If you start as an Owner-Operator and grow to 9 or more drivers, you move to Fleet; from 10 drivers it is the lower price. We can move you mid-year and prorate the difference. Call (602) 899-1606 to make the change.

Are there any setup fees or contracts?

No setup fees, no annual contracts, no cancellation penalties. Membership is annual and renews automatically. Cancel anytime — we mail your records back at no cost.
